According to the instructions of the CPC Central Committee on vigorously improving the collaborative innovation capability of higher education institutions, the Ministry of Education and the Ministry of Finance have formulated the “Plan for Innovation Capability Enhancement of Higher Education Institutions” (referred as 2011 Plan). On July 11, 2012, China University of Political Science and Law, Jilin University and Wuhan University jointly established the Collaborative Innovation Center of Judicial Civilization. On May 27, 2013, the Ministry of Education and the Ministry of Finance released the result of Appraisal of Collaborative Innovation Centers of 2012, the Collaborative Innovation Center of Judicial Civilization was successfully approved to be the first batch of collaborative innovation centers of 2011 Plan in China.
The center is constructed in accordance with the requirements of “national needs, first-class performance, advanced institution and great contribution”. It is committed to growing into a leading base of judicial research and legal talents cultivation, a significant platform for judicial discipline construction in China, a primary think-tank of judicial civilization and the rule of law in China, which is based on the trinity policy of scientific research, discipline construction and talent education.
The purpose of the Collaborative Innovation Center of Judicial Civilization is to promote the construction of national judicial civilization, enhance the reputation and discourse power of China’s judicial civilization in global civilization system and contribute to China’s ranking among the advanced countries in the field of judicial civilization.
The Collaborative Innovation Center of Judicial Civilization aims to foster China’s judicial civilization and then facilitate its internationalization, comprehensively improve the “soft power” of China’s judicial civilization and push forward the construction of the rule of law as well as the advancement of socialist political civilization with Chinese characteristics.
